Notice on the Date and Regions for Implementing the Regulations on Wearing Safety Helmets on Electric Bicycles

 Recently, the People’s Government of Yangzhou City issued  “Notice on the Date and Regions for Implementing the Regulations on Wearing Safety Helmets on Electric Bicycles”. Starting from September 1st, 2020, people riding electric bicycles or pillion passengers within Yangzhou City should wear safety helmets. For those who fail to wear a safety helmet as specified in regulations, a warning or a fine of not less than 20 yuan but not more than 50 yuan shall be imposed by the traffic management department of the public security organ in accordance with Article 41 of the “Regulations on the Management of Electric Bicycles of Jiangsu Province”.  

 Little as the fine is, safety is the priority. The following articles in the “Regulations on the Management of Electric Bicycles of Jiangsu Province” are closely related to our travel which must be paid much attention to:

 *Anyone who drives an electric bicycle on the road should be at least 16 years old. An adult driving an electric bicycle can only carry one child under the age of 16, and those who carry a child under the age of six should put the child on a safety seat. Minors over the age of 16 are not allowed to carry people when driving electric bicycles.

 *When driving an electric bicycle on the road, one should follow such regulations:

  1.Drive on a non-motor vehicle lane, or drive on the right side of the traffic lane if there is no such lane;

  2.The driving speed in the non-motor vehicle lane shall not exceed 15 kilometers per hour;

  3.Obey the rules of the traffic lights, traffic signs and traffic markings, and follow the instructions of traffic police;

  4.When encountering a red light, wait in turn at the stop line of the non-motor vehicle lane or the waiting (turning) area;

  5.Slow down and look around before turning, and give way to vehicles and pedestrians going straight when turning;

  6.Slow down when passing a crosswalk, and stop to give way to pedestrians;

  7.When passing a road without traffic signals, give way to pedestrians if they are crossing the road;

  8.When driving at night or facing conditions with low visibility such as rain, snow, fog, haze, etc., turn on the lights and slow down;

  9.Follow other provisions of laws and regulations on the passage of non-motor vehicles.
